Can you live in a static caravan all year round? Overstone Lakes

Downsizing to a smaller home, freeing up equity, and moving to a quiet countryside setting appeals to many people nearing retirement. When exploring alternatives to traditional brick houses, a common question is whether you can live in a static caravan all year round.

The short answer is no, you cannot legally live in a static holiday caravan as your permanent, sole residence. However, you can live full-time on a residential park in a purpose-built residential park home.

Here is how the legal rules work, why holiday parks have restrictions, and how full-time living works on residential parks like Overstone Lakes and Wootton Hall.

Holiday caravans versus residential park homes

Although they look similar from the outside, holiday caravans and residential park homes sit under completely different legal rules and build standards:

Park licensing rules

Every park in the UK holds a site licence from the local council. A holiday park licence permits leisure and holiday use only. By law, owners on holiday parks must have a primary residential address somewhere else, pay council tax on that primary home, and register to vote from that address. Most holiday parks also close for a set period each winter, usually between one and three months.

A residential park holds a full residential site licence. Residents can live on the park 365 days a year as their sole home, have their own council-registered postal address, pay local council tax (almost always Band A), and vote from that address.

Build standards: EN 1647 versus BS 3632

Holiday caravans are built to European standard EN 1647. They are designed for seasonal holidays and weekend use. Even modern holiday homes with double glazing are not engineered for permanent sub-zero winter living.

Residential park homes must meet British Standard BS 3632. This standard sets strict requirements for thermal insulation, soundproofing, double glazing, central heating, and ventilation. In terms of heat retention and efficiency, a BS 3632 park home performs like a modern brick-built bungalow.

What happens if you try to live in a holiday caravan full time?

Living full-time in a holiday caravan creates several legal and financial problems:

  • Park managers must enforce council site licences. If an owner treats a holiday caravan as their permanent home, the park is legally required to terminate the pitch agreement.
  • Living in a property full-time without paying council tax is illegal under UK local government law.
  • Holiday caravan insurance policies exclude claims if the caravan is used as a permanent residence, leaving you unprotected if damage occurs.

The alternative: moving to a residential park home

If you want single-storey living in a quiet, well-maintained community, a residential park home offers a legal, practical route. Key benefits include:

  • Full security of tenure under the Mobile Homes Act 1983, with written agreements that protect your rights on the park
  • Low running costs thanks to high-efficiency insulation and Band A council tax rates
  • No Stamp Duty Land Tax to pay on purchase, which can save thousands of pounds compared to buying a traditional house
  • A calm neighbourhood of like-minded owners, typically with an age restriction of 50+ or 55+

Allens Caravans residential parks

We operate two dedicated, fully licensed residential parks for retirement and semi-retirement living:

Overstone Lakes in Northamptonshire

Overstone Lakes sits in 115 acres of countryside with mature woods and fishing lakes. Residents can use the outdoor swimming pool and fish the lakes, and there's an on-site shop, plus a restaurant and bar with live entertainment.

Wootton Hall in Warwickshire

Wootton Hall is on a historic estate at Wootton Wawen, near Henley-in-Arden, with landscaped grounds, mature woodland and a friendly community. There's a post office and convenience shop on the park, fishing, and countryside walks from the door.

Common questions about residential park homes

Can I get a mortgage on a park home?
Standard high-street mortgages do not apply because you own the home rather than the land underneath it. Most buyers fund their purchase by selling a traditional house and keeping the leftover equity, though specialist park home finance companies offer tailored loans.

Are park homes warm in the winter?
Yes. Because residential park homes must meet BS 3632, they have thick wall insulation, insulated subfloors, domestic double glazing, and standard combi central heating systems.
